China-us Economic And Trade Cooperation Should Be A Mutually Beneficial Relationship
Kinghood International Logistics Inc | Updated: Oct 17, 2018

China-us economic and trade cooperation is not a zero-sum game, but a relationship of mutual benefit and win-win results.Us accusations of forced technology transfer by the Chinese government are baseless and have huge logical holes.

China-us economic and trade cooperation is mainly embodied in three aspects:

First, the scale of bilateral trade and investment continues to grow and has become an important and irreplaceable economic and trade partner of each other.Trade and investment cooperation is a market activity that can only be expanded if both sides benefit.

Second, economic and trade cooperation promotes the economic development and industrial structure optimization of the two countries.Trade with the us and attracting investment from us companies are important promotion for Chinese enterprises to improve their technology and management level, enhance their competitiveness and enhance total factor productivity.

Economic and trade cooperation with China is an important driving force for the sustained and stable recovery of the us economy after the international financial crisis. It is an important source for us multinationals to gain huge markets and profits and an important basis for us companies to consolidate the high-end position of the global value chain.

Third, economic and trade cooperation has helped improve the lives of our two peoples. In particular, economic and trade cooperation with China has played an important role in expanding employment, reducing inflation and improving consumer welfare in the United States.

On the mutually beneficial and win-win relationship between China and the United States, there are three points that need to be clarified.First of all, we should not deny the fact that overall benefits and mutual benefits are mutually beneficial and win-win.There is both cooperation and competition in the process of opening up. In the adjustment of industrial structure, it is inevitable that the interests of some industries and some people will be temporarily damaged. The main way to solve this problem lies in improving domestic policies, such as employment and social security, rather than endlessly exaggerating and unilaterally denying, and closing the door to economic and trade cooperation.Second, trade deficits and business losses are two completely different things, and deficits are by no means equal to losses. The goods trade deficit of the United States has lasted for more than 40 years, and it is adapted to its development model and industrial structure, providing a large number of high-quality and cheap goods for the United States, and also becoming an important channel for the United States to export dollars.

Third, china-us economic and trade cooperation is carried out under the framework of a series of multilateral and bilateral agreements and in the process of China's gradual integration into the international economic system. The United States has repeatedly accused China of forced technology transfers. The accusation is baseless. There is nothing in China's laws and regulations that requires foreign companies to transfer technology, and the Chinese government has repeatedly prohibited the transfer of advanced technology.

At present, the vast majority of industries in China that limit or forbid foreign investment are due to national security, traditional cultural protection and other factors, such as rice paper manufacturing, education, culture, medical care, social investigation, and have nothing to do with technology transfer.

In fact, if the Chinese to foreign investment to implement the purpose of these restrictions is to force foreign companies to transfer technology, so the overall technology level in China is still obviously lags behind that of Europe and the United States under the background of developed countries, China's industry with restricted foreign shares won't be education, medical and other industries, and will extend to information communication equipment, nc machine tools, medicine, high technology industries, and these industry after China joined the world trade organization (wto) in the early soon realized completely open.Us has given the foreign capital enterprise shares restrictions and compulsory technology licensing related any direct evidence, is just a "one industry have ratio limit or administrative licensing barriers" and "in a certain industry companies exist the behavior of the imported technology from the shareholders" presumption is a "ratio limit and the administrative licensing barriers for the imported technology" is the purpose of, the logic of this argument has a huge hole.

Beijing's encouragement of companies to "go out" should not be misconstrued as a government drive for companies to acquire advanced technology through mergers and acquisitions. In order to support the development of enterprises and enhance the level of internationalization, governments of all countries have given some preferential measures to enterprises to "go global". The supporting policies implemented by China are basically the same as those adopted by other economies and fully in line with international practices.

And technology in the current global direct investment for transnational m&a is very common background, the construction of Chinese enterprises in overseas r&d center or technical for merger and acquisition activity, is entirely based on their own development, to promote its own market advantage and technical advantage, to achieve win-win with the cooperative partners, fully in line with the international investment practice, there is no more the claim "under government support for intellectual property rights".

China has a clear and firm attitude towards the protection of intellectual property rights, and has made unremitting efforts in the legislative, law enforcement and judicial aspects for a long time. This is the inherent requirement for China's economic development, as well as for China's efforts to standardize international economic and trade rules and deepen reform and opening-up.

Improving the intellectual property protection system is a gradual process, which is closely related to the development stage, capacity building and the awareness of intellectual property of the whole society. The intellectual property protection system in developed economies has been established for a long time.

Therefore, China should not be accused of some deficiencies in its intellectual property protection, nor should it be required to achieve the level of developed economies at one stroke, which may inhibit development and hinder steady and sustainable progress in intellectual property protection.
